New computer freezes up for 5-6 seconds every so often

It shows the 12V as putting out 12.056V. If that's the case it's no wonder it is hanging. I am surprised it isn't crashing left and right.

That's what it's suppose to put out?

I'm thinking it might be Intel SpeedStep and the C1E Functions starting up and stopping that are causing your problems.

Restart your computer. When it beeps hit the DEL or Delete key to enter the Bios. Navigate to the section labeled Cell Menu.
  • Disable Intel EIST
  • Disable C1E Support
Hit the F10 key, Y, Enter.
 
will disabling those mess with my performance at all? I just disabled them a second ago and im jw, guess time will tell if this works
 
Those settings disable the "power saving" features of the cpu so they should increase your performance.
