I downloaded HWmonitor and my idle temp on the 4 cores is abut an average of 22 degrees Celsius while idle for about an hour is that about what my heatsink should be keeping the CPU?

It depends on alot, but a big factorf is your room temperature, aka ambient temp.

But its good. Whats the load temp? Run either prime95, linX or intel burn test to load the cpu up.

that tempature is fine, but as was pointed out, you really need to test the tempature under load also. but from what your running it sounds like thats going to be fine also.
