When I was tweaking the cpu features, I enabled C3/C6 (before it was disabled), and I noticed a huge increase in memory speed.

Notice in the second one, I'm running same timings/frequency, except C3/C6 turned on. Noticeable difference in speed.

How in the world does a power saving option INCREASE memory speed?

Is c3/c6 somehow affecting the memory controller / QPI link?

Any ideas on the matter will be appreciated

It could be anything, there might of been a process like Windows Update checking for updates in the background. I would run multiple tests of each setup per benchmark to verify the data and then you should run a few different benchmarks to verify it isn't just a software preference.
