I NEED HELP

I've been tinkering with building and refurbishing PCs for a few years. No formal training. always managed to get them up and running. But lately been have a problem that has me stumped. I use a Win98 SE boot disk to Fdisk and Format my hard drives and then to install the operating system. The problem arises at that point. When I go to the D drive and type in setup the prompt informs me that drive E is not ready and there is no Drive E! I've tried old hard drive and brand new right out of the box. Different Boot disk and even a brand new Mother board. Still get the same message. WHAT AM I DOING WRONG???
 
A blank hard drive? I've never tried that before. I'll try deleting the partition and see if it works.
 
Could there be something in the Bios that can be causing this issue? Anyone have any suggestions.
 
Yeap all are new. I've never had this problem before. I tried a couple different boot/start up floppys that i've down loaded from on line.
