The serial will be tied to the hardware profile of the mobo. If said mobo dies and you replace it with a different model you would have to call up MS and try to explain it to them so they will activate it.
 
1) I wouldn't go with those cheap cards. Get a HD 5450 is you want to be cheap, or a NVidia 9000/8000 series.
2) I think no to both of those questions. Most newer graphics cards use GDDR5, and there are no DDR5 mobos out yet. I believe that DDR2 graphics cards are totally compatible with DDR3 mobos.
 
Yes to expand on that GPU and mobo memory have no correlation I've run a DDR3 card on a DDR rig. SO you can run any memory gpu with any memory mobo.
