Recommendation for stylus based tablet

I work in a medical practice that uses an EMR (electronic medical record). We currently use Motion Computing LE 1600 tablets. They are about 4 years old and slowly falling apart. We have 15 docs and 5 offices so we need 40 or 50 new tablets. We don't want a removable keyboard. It's critical that we can use a stylus to take notes and write prescriptions. The current Motion Computing equivalent costs about $2500. We looked at IPads, but could not find an app that would effectively allow us to use a stylus. Most of the newer tablets seem to be touch based which doesn't work for us. Anyone have recommendation for a competitor to Motion Computing that might be less pricey? Or anyone have experience with an IPad app that allows effective use of a stylus for writing not drawing.
