The things i want to upgrade are:

Thinking about - COOLER MASTER Hyper 212 Plus - Newegg.com - COOLER MASTER Hyper 212 Plus Intel Core i5 & Intel Core i7 compatible RR-B10-212P-G1 120mm "heatpipe direct contact" Long life sleeve CPU Cooler

*3. GPU

Thinking the SAPPHIRE 100314SR Radeon HD 6870 1GB - http://www.newegg.com/Product/Product.aspx?Item=N82E16814102909

BUDGET - I want to stay under $800.00 - but i'm not looking for the best of the best
i just want the best Money : Performance ratio

Also, what would you guess is my biggest bottleneck? I want to be upgrade free for the next year, and want to be able to play some new DX11 games.

Thanks in advance!

HAF 923 is good. I have the 922 myself. Excellent case.

Heatsink looks good. There's several other tower ones, but that's not a bad price. :)

Most of the people I know, prefer the 460. But that's all I know.

External is fine. I never need more than USB, but that's me. USB 3? :p

You should be alright for the next year, I'm thinking.

I never lag with it, but its only DX10. :(

And there are a few DX11 games i would love to play. I was thinking of selling my GTX 260 so i won't feel so bad about the small upgrade. It is a amazing card.

Would the 6870 be on par or better than a GTX 470?

I was kinda leaning towards the GTX 460 FTW, its like $220.00

Considering im OCed and run around the 5870/480 stomping grounds with a 465 you should be past me with a 6870. Youll be real happy with that card. (Proof im not Nvidia biased, you know who you are)

For a cooler id suggest something a little more beefier than the 212. Im not sure what kinda OC your aiming for but the i7s are a bit to toasty for a 212 in the 3.8-4ghz range. Id suggest something like a Meglahems or a TRUE, or even a Xigmatech s1283 with dual fan setups. They are more pricey but will keep your cpu cooler in the long run which is what you want.

I wouldnt recommend a premade off the wall brand external. You never know what kinda drive is in the enclosure and you dont know how long the enclosure will last before it dies (reviewed tons of them in my noob days). I suggest getting an Icy Dock or Eagle Tech enclosure and getting a nice Seagate or WD 500/1TB thats 7200RPM. If your motherboard has USB3 then id suggest that instead of eSATA since its faster and eSATA can be a pain in the butt sometimes. Thats up to you though.
