Motherboard problem?

My 7 years old desktop has some strange problems.
1. When I plug the power cable to the PC, I hear the whistling sound.
2. I see the Ethernet green light ON even though I have not turned on the computer.
3. Sometimes I have to push the power button twice to boot it to the windows. The first push, it shows black screen, only the fan run.
Can someone tell me what is going on with the computer?
 
PSU for sure. I had this same thing happen, although it never posted anything on the screen. The fans would run. That's about it. I took another PSU I had laying around, plugged it in, worked fine.

Ethernet light is always on once you plug in the power.
 
It's a home built computer. Its PSU has 300W and nvidia geforce4 mx integrated gpu.
What will happen if I continue using it? Will it create big problem (fire, electric shock)?
 
Just get a new one. Your PSU is underperforming. The reason why it isn't booting all the time. Like a car battery. It does turn on with spark plugs, but it will not work for very long.
