CPU not performing at full speed

I have a AMD Athlon II X4 635 that isn't performing close to full speed. When nothing is going on, it operates at 783 MHz to save power. And then when I launch a game or a High defenition video, it operates at only 1.7 GHz!! IT IS KILLING ME!! I thought it was an error in the ASUS EPU, but i disabled it and it still wouldn't perform at full speed! i am running a ASUS M4A77TD Mobo and Windows XP 32 bit. The stock clock is 2.9 GHz plz help

What are you using to monitor it?

Can you shut down the AMD cool n quite, and run it?

What's you power saving scheme in windows?

Fixed it. Set power scheme to always on

Just to add, its not a bad thing, the cpu throttles down.. It usually only affects back ground stuff, like fah, or overclocking.
