Installing IDE CD Drive

Well, this may seem like an odd request...but I want to install an old IDE CD drive into my somewhat new computer. I've tried plugging it into both Master and Slave, but it never registers on Windows7 or in the BIOS. It turns on, and it opens just fine, it just never shows up anywhere. I have an ASUS P5Q motherboard (not the pro...). The IDE cable came with the motherboard, so it should be fine. Any suggestions on how to get it to work?
 
Okay...I don't really understand what to do with the jumpers..? I have one SATA cd drive already in and one SATA hard drive...so I'm guessing this IDE cd drive should be master...but what do i do with the pins?
 
This still doesn't say how to set the jumpers...is it like something you plug in there? A switch? or..wha..
