i7 920 multiplier problem

ok so I got my board back from the RMA today
its a DX58SO and its a 501 revision and it has a BIOS version of 4598 as i recall

I popped in my processor one stick of RAm and my GFX
booted up went to BIOS and saw the multi was set to 25 under active tab. But luckily that wasn't true atleast the OS showed my i7 clocked at 2.8GHz with 133x21 turbo enabled

Now the problem is that the multiplyer doesnt downlclock itself.
the system is sitting at idle and the clock is still 2.8Ghz
I went into BIOS and checked the intel speed step tecnology was enabled!!

I took a snap of the BIOS...

I think all of this has some thing to do with the C states....actully I don't know what a C state even is....
hounestly I don't know much about the BIOS atall..
and if this is not the correct place for this thread I request the mod to please move it ...ty

Download CPU-Z and post a snapshot of the CPU Tab

Enable C1E its a powersetting that allows your computer to throttle down...


Nevermind i mean CPU-C not C1E
