PC will not boot past Verifying DMI Pool Data

I have changed nothing in my PC since I built it and I the error began appearing out of the blue one day. I have removed all drives except for one and I have cycled through the drives to see if that would help. I have cleared the CMOS as well. I have yet to try removing RAM but I suppose I could try that now. The RAM is all being detected in the boot so I figured that wasnt the problem. Any suggestions?

I suppose I should also mention that my 2 HDD stopped working about a day before this started. My 2 SSDs were and still are detected. The HDDs no longer even spin up on boot. Should I still go the chkdsk route? If so, that is through windows boot disk, right?
