When I use precision to test what will happen, my temperature doesn't budge. Even when I just set it as high as it can go. >.< Just sits at 45 and doesn't do anything.

try using Hardware Monitor from cpuid

Precision allows you to make speed adjusts to your cards gpu, memory and fan settings but that's basically all. Hardware Monitor is strictly a program to monitor your hardware. You need to run a benchmark like 3DMark06 or Vantage to see any changes in temperature.
