i have never done any overclocking besides playing with the early nvidia utility and changing clockspeeds on my old geforce card...
im trying to see what numbers should i expect with the following system

GA-EP43T-UD3L motherboard
P4 630 prescott-2m 3ghz (arctic cooling freezer 7 pro)
PNY XLR8 2x1gb ddr2 800mhz dual channel
EVGA geforce 6600GT 128mb PCI-e ddr3 (arctic cooling accelero S2 vga cooler/fanless)
FSP group blue storm2 500w atx PSU
3 case fans

normal system temp is 40 and cpu temp is 36-38 with normal operation

Try bumping up the CPU ratio setting one notch, it should still be stable with no need for any voltage increases.
After that, you can give yourself a pat on the back :D you've started overclocking!

so from what i understand
i can:
increase the fsb speed
increase ram speed
pci-e speed
and graphic card memory and GPU clock speed as well

how do i test it for stability?

i am using this PC for image editing so i need it to be able to handle the raw processing
and lots of open programs

i usually have internet explorer, webcam recording(parking lot security) photoshop, 2-3 windows, winamp, and few other programs running. i need it to be able to handle all that.

i know the easy way is to upgrade but its not easy as it seems, because upgrades cost money...

so i gotta do best with what i got for the moment.

in other words.
can someone with experience in overclocking give me approximate numbers i i should limit myself to?
given this specific combination what should i test/overclock each component to?
