So you just straight-up tried to boot at 4.5GHz?
Yeah, that's not going to work without some very low temperatures and enough volts.
*edit* I think you mean 4.0 (200 x 20)
What I did is just set my NB, HTT, RAM speed/timings and volts in BIOS, and change the CPU multipliers once booted.
Also, I'm using water cooling.
But if it's a C3 stepping chip, 4GHz should definitely be possible on air with ~1.5-1.55V ( as long as it's a decent air cooler), or ~4.2-4.3 with tweaking.
