Upgrading GPU and PSU

Ok I want to upgrade my GPU and PSU to be able to handle the latest games well. I have a $250 budget. Here are the current specs of my PC.

What card/PSU do you guys suggest? My goal is to run GTA IV at max settings with a frame rate of 60

I think the second gpu is a better deal, but if you want the most power for your budget, go with the first one.

I don't know what resolution your monitor is. If it isn't too high you might be able to max that game. I don't know for sure though because I've never tried running it.

Go with the second choice it is definitely better because of DX11. The 4890 may develop a lot of heat. The resolution of my monitor is 1920x1080

Oh yes, I'm Canadian, so the prices of the GPUs would be increased and would only be able to purchase from Newegg.ca
