Need a Build: ~$400 budget

I need something in the range of $400, preferably under. This build will be for my brother who will be using a program called Mastercam X, or something along the lines of that. I dont know much about it and I am not sure how intensive that program is.

Anyway, all that is needed is a:

MB
CPU (brand doesnt matter, but AMD is more budget friendly supposedly.. so AMD?)
Video card
RAM (atleast 2 gigs)
Yeah, a case will most likely be needed. So, last thing would be a PSU to power this baby up. Case will be up to my brother.

I havent kept up to date with the computer world for the last 10 months, so there's a lot of new things I havent seen.
