mobo grounding to tower

hello there,
i have a quick question, my comp stopped working recently due to the mobo grounding to the tower, but last night i descoverd some small plastic rings in my mobos box XD i assume there to stop this very problem, where do i need to put them ie between the screws and the mobo or between the risers(i dont know the actual name, the copper pegs) or both? thanks

I've never used anything except spacers between the motherboard and case, could you describe these plastic rings in more detail? Are they like small plastic washers?

yep its a small plastic washer

That'll be very optional. In fact I would recommend not using them.
