Computer Fans running High - Win 7 Pro 64bit

Hello. I have a Custom Built computer running Win 7 Pro 64-bit with 4gb Ram installed running on a 2.80GHz CPU. Its been doing this for awhile, and its getting kind of annoying. Whenever I open up any application that uses any of my memory or writes any data to my hard drive.. The internal fans will increase speed making it really noisey and then when the computer sits idle.. They just run normal.. Is there any program for Win 7 where I can make the internal fans stay at a constant speed and not fluctuate back and fourth?

Take a look at page 4-33 of your manual.
It will describe the different settings in bios under power for controlling your fans.

Depending upon which fans (cpu or chasis) that is the culprit you can adjust them there.

Also look at your fans and heatsink to see if they need to be cleaned. They may be ramping up due to excessive heat. If you turn them down make sure and monitor temps for a while to ensure you are not overheating.
