I found a Dell Inspiron 1520 laptop that works, but it's "locked." Here's what it says when I turn it on . . .

THIS COMPUTER SYSTEM, #5HB3GF1-595B, is protected by a password authentication system. You cannot access the data on this computer without the correct password.

Opened it up to see if I can find the CMOS battery. There is none. Can't even find the CMOS section on the motherboard. I thought some short circuiting might do the trick.

Sounds like the laptop that you found use to belong to a corporate.
Sounds like you have a bios password there.

Depending on how Dell as set that up, you might need to flash the BIOS.
 
Found? Really?

Closing thread. You may be able to flash the bios, but more than likely you can't get anywhere without that BIOS password.
