video card/tvtuner

Recently bought a 32in HD TV and using it as my monitor. (current computer info below) I've noticed some blurring and color issues when using it as a monitor. Adjusted resolution but still can't seem to find the perfect fit. I'm wondering if the video card is possibly outdated. I'm also looking at add a tv tuner so I can record tv on my computer. Not a big gamer.

Looked at newegg:

Any comments on any of these? (anyone)

Any suggestions on a tv tuner (from US please)?

What resolution is the 32in HD TV?
720P?
1080P?
1080i?
Monitors at that size sometimes have blurring problems with fine text, especially if the resolution is low.
