Frame rate monitoring

How does one go about finding out their frame rates when playing a game? Is it in the console window? What is the process to find this out?

There have been many questions about this lately. Its real easy, download a utility called FRAPS. This will make your framerate appear in the upper-left hand corner of any game you play.
