It's weird because this is the same computer I've had for a while and after adding 4 gig of ram and a new motherboard, the voltage value saying "12+ V" was around 10/11 volts before, but now its down to 3 volts.

^^Software voltages readings are normally incorrect.
CPU and ram voltages should be checked in the CMOS and PSU voltages should be checked with a DMM.
