Welllll, Not really.

The ultra psu is pretty crappy, and the rest depends on what games you play and on what resolution.

the 9500 gt is really low end..
 
Is there a better build / PC that for around $400 that someone could send to me?

total: $412 w/ free shipping on most of the items. There's also a $10 mail in rebate. The one from tigerdirect is $445 with $45 MIR. The build i picked out has a a better video card, but other than that similar performance. If you make your budget $450 then you can upgrade to the quad-core propus, then you'd have a nice build.
