Reformatting Laptop

Is there a way to change the base language on a laptop or do I have to reformat? I bought two acer laptops (aspire 8920G and a netbook) off of someone from craigslist. When I got home and turned on the aspire, the entire thing was in chinese. I tried to go to Control Panel and go to Regional and Language options, but it wouldn't change it to English. Also, the netbook requires a password so I tried contacting the person I bought it from, but no response. What can I do?

What OS is running? XP Pro, Vista Ultimate and Win7 Pro and above have the ability to install Language Packs. So they might be your best bet.

The laptopS run on Vista, where can i find these language packs? is there a website i can download it off of for free?
