framework 1.1 issues with vista on my laptop

so i installed this program, and the comp told me there is compatibility issues with the ISS

and I ran the program anyways, and my program I installed it for, isnt working proper

what is the proper way to install 1.1

Uninstall the program
Update your framework via Windows Update.
Update any other components there while you're at it.
Reinstall the program.
