mini itx cases some of them have got low profile pci slots but lets say when you buy a pci or pci-e card cant you change the metal bracket to a smaller one so it can fit in the case as the cards are screwed on the bracket so cant you swap it with another bracket, heres the link

look at the section Low Profile
the card has to be low-profile or low-profile ready meaning that it already comes with low-profile bracket installed, or that it has a full height bracket installed but also comes with a low-profile bracket accompanied in the package contents which you can swap it with.
but you cant install a low-profile bracket on any card though. if a card doesnt say its low-profile or low-profile ready, you cant install a smaller bracket yourself because it just wont fit, youd probably have to cut into the pcb to do so.
