I was wondering if anyone knew how to change the drives into one drive...

when I installed vista, for some reason, it divided the drives into the OS, and then the other drive called DATA...

I would like to make the drives all one

Are you sure that the Data Drive is not the Recovery Partition? Did the system come pre-installed with Vista and this was a reinstall?

i am pretty sure it isnt the recovery, and yes it was the new laptops where you just turn on, and it loads the OS (Vista Home Premium)

I googled and found that the recovery is called PQSERVICE

You would need to use a Disk Partitioning Tool.

We have several listed there. GParted is free and easy to use. I would suggest that. Just delete the partition, granted it shouldnt have any of your data on it, and them just merge it with the install partition.
