As Trotter already said that doesnt help the OT situation. Plus the vB Rep system only has settings for number of people between Rep, not a time frame. /So we cant set it to once a week or month only the number of people inbetween.

It's in the permissions for each usergroup. Under User Reputation Permissions > Can See Who Left User Ratings.

Indeed it was. Should be visible to all now.
