I have remounted my sink four times, three times after lapping.

I used VARIOUS methods of applying thermal paste and yet the core temps refuse to fall below 45/42/45/42 degree s

WTH. I am tired of this...
 
Have you taken a look at the CPU? Maybe you need to lap that. Also, you could've just posted this in your other thread.

i don't want to lap the cpu - cause I don't want to kill the warranty...
 
maybe its the airflow in your case. if you lapped the heatsink, it should transfer the heat away better, but if you dont have adequete airflow, the heat cant be removed properly.
 
Take a look at the CPU. Maybe the top of it is curved. That could very likely be your problem. The haf 932 should have good enough airflow.
 
Does the case have the standard ones that came with it? Are those temps load or idle?

If it is the TRUE, you may have to use washers between with the headsink screws to tighten the gap between the TRUE and your CPU. Otherwise the heatsink can move around a bit. Try using a bit less thermal paste, you dont need too much. Also, what fan arrangement is it, as in, do you have one in one out, what speeds etc.
