Won't fully restart...ever

Okay well this isn't the biggest of problems, but when I restart from within Vista, it gets to the shutting down part and the monitor turns off. The pc, however, does not turn off. I can leave it for days and the restart process will not complete itself. I always hold down the power button to fully shut it off then I just turn it on again using the power button. I was wondering if there was any way to fix this. I have no idea what is causing this because everything else on my computer works.
 
I've had this problem before. From what I found it appeared as thou my Power/Hibernation settings got corrupted. I never did get it fixed, but the problem went away the next time I did a fresh install of Vista.
 
I guess it will get fixed when I install my Windows 7 Professional from MSDNAA. Been too lazy to install it..
