Yea..that would be a ton of headlights. I see something that looks like smoke, it seems to be turning off an on, otherwise I would not see how you would be able to get defined dots. Maybe rain with a lightshow in the background. (I've been staring at this for the past 30 min believe it or not.)

Nope, it was cloudy today, but not rainy.

I'll give you a hint: the lights you see are actually originating from something, not being reflected through something else like water.
