First time builder, need assitance

You might have a short there. Have you installed the motherboard correctly? e.g. installed the risers behind it?

What do you mean by risers?

And I have the 24 pin+4 pin power plugs connected, w/o the 24 pin the motherboard did not even turn on and w/o the 4 pin the fan wouldn't budge, though it only gets one spin

risers or stand-offs are used to keep the mobo from grounding out on the case. Here's a picture (one stand-off is missing).

The risers appear to already be in place, would manual labor be required at all? Would I need to put some screws in place or anything?
