Old computers refuse to boot with usb mouse

Ive noticed that all older computers that I come into contact with (ones that have 98-2000 installed on them) refuse to boot with a usb mouse attached to them altho the mouse will work after boot. I enable legacy usb support in bios but they still will not boot. Im running 98 on one and 2k on the other. Any help is much appreciated.

It's because they weren't built for USB devices. The reason it doesn't boot, I'm not sure. But I do know that you're better off using either a PS/2 mouse and keyboard, or using an adapter.
