since you unclipped the heatsink, i think it should be fine using a vacuum. but if your vacuum has like a hose for hard to reach areas, dont stick it into your computer to clean it, this can create unwanted static build up that could fry some parts.
 
Did you ever resolve while your Vcore is so high?

Is is a little strange that you say you never touched it but it's running at 1.475.
 
Are you using a thermal paste between your cpu and heatsink? Every time you remove the heatsink you should reapply the paste before reinstalling it. That will ensure there are no new air bubbles for heat to become trapped in.

A popular paste to try (if you aren't already using one) is Arctic Silver 5. You can get it at many online retailers.
 
I used AS5 for years and it is great. TX-2 gives slightly lower temps (around 3C), is easier to apply and does not require the 24 hour curing time that AS5 does.

One would be happy with either paste.
