Video editting is not actually that intense. I was competing in serious film competitions editting on a pentium 4 w/ 2 gigs of ram. Adobe Premiere/Avid Xpress, the two most popular windows editors are both relatibely light applications in terms of audio/video. I imagine you will see next to no benefit between a dual xeon setup and any quad core processor.

The lag in video editting usually comes from the access times of the hard drives. Faster drives are where the money is best spent in my opinion. If I were going to spend alot of money on a computer I'd put in a raid card and do 0+1 with four 1tb drives to increase speed and have redundancy given how much a hard drive failure would suck on a video project.

Keep in mind standard def video is 400 mb/miinute. I don't remember the exact space HD video takes up uncompressed, but it is massive. Hard drive space will be important.
