laptop wont start

my laptop wont start up and there is a crackling noise coming from it. Could it be my harddrive?

quite possibly. some more info about the laptop would be helpful. how old is it? if it's within warranty period you should RMA it.

Do you have a utility partition on the hard drive in question? When you get to your Dell screen on boot up does it give you an option to press F12 to go to the boot menu? If you can do that there should be a utility partition in there to run hardware diagnostics.

at first it didnt want to boot up, now it boots but the screen is just black.

Sounds like the video has died.
Motherboard might been a repair / replace.
