Yes, lapping the heatsink and lapping the cpu are 2 different things.
Personally, I would only lap the cpu as a last resort for high temps at any speed. It's very easy to screw up, and if you do there's no fixing it short of a new heatspreader. And I don't think you can remove the heatspreader on the i7 (for others who read).
