1100$ budget without OS, but with monitor, sound card, and mouse/keyboard.

I wasen't sure if I could go with i7 with this build?
This build is mostly for all around performance, I want a quad core.
Prefer a 22" monitor.

Can anyone suggest some things?

Probably not if you need a monitor and all that stuff.

Do you really need a dedicated sound card? Onboard sound nowadays is pretty nice.

Otherwise, everything in that build is awesome. Keep in mind the combo deals probably will fizzle at the end of the month, so you may want to jump on it.
