what does it mean to re-seat the heatsink and when would i have to do that.

Re-seating would mean if you mess up the first seating of the heatsink. It's best to put different thermal paste if you mess it up the first time.

Though you'd have to wash off the old stuff with alcohol before you put the TX-2 on.

i know that this sound dumb but on the back of the computer case where it says i/o panel do i have to buy something to put there so i can plug the monitor in or is that part of the mother board or something

Cutting corners is a very bad thing. Especially with a case. You should buy a good case that will last you years. its your computer's home afterall. That case is crap by the way. A $30 case won't treat you well.
