USB Ports, Disk Defrag, Disk-Error check will not work?

About 2 weeks ago my USB ports stopped responding out of the blue. I tried so many things and none have worked. But, I plugged my speakers into the USB port and they worked. So I know that is working. But that is the only thing that worked in the port.

I tried several things including
-Uninstalling/reinstalling in device manager
-Uninstalled/reboot
-Tried to use all other ports in back
-Tried system restore
-Tried disk error checking
-Plug and play is on
-Bios-USB - ENABLED
-Scanned for Viruses (Removed many)
-tried many different USB ports and devices. (all work on other computers and this one previously)

I have Windows XP SP3,
Intel(R) Pentium(R) 4 CPU 3.07Ghz, 896MB RAM
Motherboard: GC11020m.

My disk defragmenter says "disk defrag will not start"
My Disk-Error checking will not start, when I try in cmd (chkdsk /f) I have to reboot, When I do it tells me that "CHKDSK cannot scan RAW drives"
Please help!

I have tried safe mode for this list as well. I will not restart from scratch.
I have tried to connect to my USB:
-MP3 player
-2 different flash drives
-web cam
-printer(highly needed)
Again ALL these have worked before and currently on other systems. So they work.

Have you installed the latest Chipset drivers for your system?
 
Go to the PC Manufacturer's site and search for the chipset drivers for your system. Go to the Mother board manufacturer's site and get the drivers right from there as well.
