Question Unmountable_boot_volume

When seeing this message should I just write off the HDD as bad and the data being unrecoverable? I've tried using an IDE to USB external enclosure with no luck. Should I tell this person that all their data is gone or, depending on the importance of the data and amount of $ willing to be spent, send it to a data recovery specialist?
