What program should I use to do this? I'm new to OCing so any information would be useful. I just want to know where the safe temps are and how to go about the whole process.

Also, I would like some tips on OCing my DDR2 RAM 8400 4G G Skill and Radeon 4850.

First off, what motherboard are you using?

It's better to OC from the BIOS than using any program.
 
Dunno, it all depends on your airflow with the case, and the environment you are in. My 720 was ok at 3.5, but I have decent airflow, and my room is a little chilly.
 
Not really. Honestly, running it for a couple hours will be ok, and you will hit your max temps within the first 15 minutes or so. I mainly use prime to find my highest temps, and when I find something that's alright, I fully test the stability.
 
Personally, I say anything over 55c is too hot at full load, but it depends. I fold all the time, so anything higher than 55c is going to take a nasty toll on my equipment. If it gets over 60, I would think twice about it being your 24/7 clock.

I do recommend getting an aftermarket HSF, by the way.
