hey, i have my speed step on right now. my CPU jumps around from 2.8GHZ to 3.6GHZ. and i use the gigabyte "dynamic energy saver" when i leave it on at night it's been pretty darn stable.

Dynamic energy saver gave me nothing but problems...probably the 64 bit o.s. So far though , I have had no problems with the cpu throttling. How would I turn it off if I chose to? P.S This is the rig I use for everything , everyday. The multiplier goes from 6x to 9x when
under heavy useage. EDIT Figured out how to max it out , changed from windows Aero to classic and got an impressive boost in performance!!
