For graphic design, you don't need much gpu power. a gts250 or something should do you fine.

Also, I have seen no mention of case. Do you already have one, and if so, what is it? Also, are you sticking with the stock CPU cooler?

For just now i was going to use the stock cooler? Is it advisable to change it?

As for price, im not sure? I'm over budget anyway, so guess i dunno?

From what I gather, if you aren't going to OC, then the stock cooler will be sufficient. I picked up the Sunbeam Core Contact Freezer which comes with TX-2 thermal paste. It was only about $40, and now has a $10 MIR from New Egg.

Edit: Although I am not sure if it would fit your case. Totally uo to you and your requirements/budget.
