Flashing lines?

I have an 1 1/2 inch wide band of flashing horizontal lines about a pixel apart on the right side of my monitor that I can't get rid of?
They are more obvious after initial startup. They can be seen on any window placed at the right side of the monitor but not on the desktop or in a screen capture.

Try replacing the monitor. If that doesn't work replace the video card. (try spares first if you ahve them).

Could also try re-installing drivers for your video card, and check if there any bent pins on the cable (usually results in odd colors on screen, but odd stuff can still happen).
