Could be that or the video card. Try replacing one with an extra (maybe from a friends) to see which is the issue.
 
Ehh to me it more or less just sounds like the video card, i agree to try either a friends monitor or if possible a spare video card.
Maybe even update the drivers for your graphics card?
What card do you have?
 
Well you still have a card, it is just integrated into your motherboard. See if you can borrow a friends video card.
 
Yeah. if the video card does work then buy his or get a new card for yourself. Something for your purposes and needs ^_^
But if its the monitor, dont sweat it, go get a new one thats ******. Haha.
Staples around here has like $230 monitors for $100 now. Not even a sale, just cheaper.
 
First just hook your dad's monitor up to your computer. If it does the same thing you know it is the video card. If it does not you know it is the monitor.

Much easier than putting in a new video card.
