Dell dimension 8400 Fan Runs SUPER FAST doesnt boot!

Recently we had a power surge at our home and i think maybe thats what caused my problem.
My dell pc 8400 when you turn it on the fan starts and gets faster and faster and now its so fast you unplug the pc...no video comes on in this 3-5 second ordeal.

Is it my motherboard?
Power Supply?

I vote PSU.

the question is did this start the first boot after the surge? if so i'd blame the PSU. if not there's a whole range of possibilities and my first troubleshooting step would be to reset CMOS then perhaps see if you get an error beep when removing memory (of course while the computer is off and the mains has been turned off/PSU has been turned off).
