AGP Video Card Upgrade

My old 9800 PRO finally gave out and I'm in desperate need of a new video card. Obviously it's an old system so I really don't want to spend any more than 100$ max. I currently use the computer mostly for graphics and running 3D applications, programs like Photoshop, Illustrator, Cinema 4D, etc. I'm not too big of a gamer either, if anything I play games like Counter-Strike, Day Of Defeat, etc. but it would be nice to be able to play games on the Source engine or TF2, but thats pretty much it for gaming. I realize that there's no point in trying to keep a burning ship afloat but I really just need a working system until I can afford to buy a new computer a few months from now. If anything once I buy a new computer this one will replace the 8 yr old system I have in the living room and it'll mainly become a secondary / internet machine.

I've been doing some searching around and I've read that the most powerful AGP card out is the 3850, but I really don't see the point in spending all that money on an old system anyway, plus I'm thinking it'll just bottleneck what I have anyway. So I had my eyes on the 3650 ( Newegg.com - SAPPHIRE 100258L Radeon HD 3650 512MB 128-bit GDDR2 AGP 4X/8X HDCP Ready Video Card - Desktop Graphics / Video Cards ) but wanted to get some second opinions.

Some problems that I can see myself maybe running into is my old hardware and power supply, so I'll post my current specs.
