Computer makes high pitched noise after video card driver install

It sounds exactly like CPU whine, and that's exactly where the sounds seems to come from (tough to pinpoint). I tried reapplying thermal grease to the cpu to make sure there were no air pockets, and I reinstalled windows [the sound is now slightly quieter, but still there]. The sound seems to start as soon as the Windows loading screen is done. And after the re installation of Windows, it didn't make a sound until I installed the video card driver [Xfx 9800GTX].

Any ideas on what this could be?
 
What are your other specs? It could be the PSU, as if it makes a high enough pitch it may sound like it is coming from one place yet it comes from another... Also what are the temps of your CPU and GPU?
 
Specs:
Amd 5400+ BE @ 3.2GHz
Asus M2N-SLI Deluxe Mobo
2GB OCZ DDR-800
550W PSU
Xfx 9800GTX 512mb

As for temps, my cpu never really goes over 30C unless under a heavy load. The GPU tends to idle anywhere between 55-60C and never goes over 70C over load.
